Council Emergency Management Liaison Officer

Council Emergency Management Liaison Officers (EMLO) are an essential component of an Incident Emergency Management Team (IEMT) in feeding information into and out of an Incident Control Centre (ICC) .

Councils have extensive responsibilities under the State Emergency Management Plan (SEMP) and as such, may be required to appoint EMLO’s to attend at large incidents or incident control centres. Council EMLO’s are responsible for sharing information and providing recommendations during disasters between Council and other members of an Incident Emergency Management Team that may include Victoria Police, Ambulance Victoria, utility and service providers and government departments. It is important to recognise that Council EMLO’s information and resources can be important to other agencies in achieving their missions.

This Council EMLO training course has been designed to cater for all levels of experience. This course provides participants with practical skills and systems that can be used when performing any emergency management role.

The course is delivered through practical scenarios where participants are provided with opportunities to practice using newly learnt skills and techniques with the training culminating in an exercise where participants will perform the role of a Council EMLO in an ICC during a large and complex disaster.

This course builds confidence and prepares participants to be an effective Council EMLO.

Why our training?

Sue and Mat are AIIMS qualified with over 16 years experience working in Level 3 Incident Control Centres (ICC’s) across the state performing a range of functions and roles during large and complex emergencies. Both Sue and Mat have also represented Council many times as an EMLO as recently as the 2022 Flood event. This extensive experience has led them to design this Council EMLO course
